Update
Private boaters are not required to stop in Ensenada. This just applies to the Sportfishing fleet.
SAC recommend that a private boater contact the Mexican consulate office about FMM visas.

The San Diego fleet needed this like a hole in the head.
Mexico is apparently requiring all boats, 0-24 miles off the Baja Coast, to check in, in Ensenada, Baja California Norte. Seaforth Sportfishing in San Diego sent their 3/4 offshore looking for kelp paddies this morning in US waters.
Just when fishing was starting to pick up for the San Diego fleet comes another obstacle with our friends to the South. This story is still breaking and Phil Friedman Outdoors is working on more details for you.
If the Ensenada check-in is indeed a requirement, it would have devastating impact on the San Diego fleets ability to fish in Mexican waters. "I have been telling you for some time that Mexico basically wants the San Diego fleet to operate out of Ensenada," an anonymous source from the Mexican government told PFO this morning. "This is just another step towards making that a reality."
PFO has phone calls out to all the players in the US and Mexico and will keep you informed.
"We are hoping to find out on Monday. No answers yet unfortunately," said Ken Franke from SAC (Sportfishing Association of California).
